About the Scheme
OPRL Ltd

The British Retail Consortium (BRC) has established a not-for-profit company limited by guarantee to govern this labelling scheme. This company has been incorporated as OPRL Ltd, and is registered with Companies House (registration number 06853461). The BRC worked closely with Waste & Resources Action Programme (WRAP) in devising the scheme and in considering the governance arrangements and company structure. We believe that it is in the interests of both organisations, and the success of the label, to form a subsidiary company to deliver this service.

The company has a minimal structure of two shareholders, with the BRC appointing two Directors to the Board supplemented by a number of Directors from participating companies. OPRL Ltd will work closely with local authority and industry representatives to oversee development of the scheme and has put in place arrangements to consult stakeholders on a regular basis.

WRAP is represented on the Board as an observer and technical adviser. It does not have voting rights. WRAP’s position is as a result of it undertaking the monitoring and evaluation work on behalf of OPRL Ltd to ensure the label is used appropriately and only by scheme members. A full Service Level Agreement between WRAP and OPRL Ltd covering the monitoring functions is in place. After the first two years of the scheme OPRL Ltd will consider competitive tendering for these services. This will ensure the scheme continues to deliver value for participants.

A licence has been granted by WRAP to OPRL Ltd to use the 'Recycle Now' iconography. Under the scheme OPRL Ltd sub-licenses this right to any company placing own brand or branded consumer packaging on the UK market.
