About the Scheme Who's involved The On-Pack Recycling Label scheme was launched by the British Retail Consortium (BRC) with support from the Waste & Resources Action Programme (WRAP) in March 2009. The BRC has set up a not-for-profit company to administer the scheme called OPRL Ltd, and WRAP provides a complementary advisory service. Retailers, manufacturers and brand owners who put packaged products on the market are all encouraged to participate in the scheme. Many early signatories are in the groceries sector but we aim to cover all consumer packaging going onto the UK market. We welcome beauty, clothing, DIY, electricals, entertainment, furnishings, games, gardening, general merchandising, household, toy and other companies and trading enterprises as we seek to make the scheme ubiquitous.
